Programme Highlights
The importance of Effective Collaborative Safety Leadership has been under the spotlight of construction industry recently, in encouragement of mutual trust yet proactive safety management system under four major pillars: Trust, Communication, Collaboration and Ownership. HKIE was honoured to be invited in co-organising a webinar on Effective Collaborative Safety Leadership, following to the publish of journal coordinated by Dr Angel Li of YHL at HKIE Journal (June 2022 issue).
Recognizing that safety culture lies at the root of safety performance, the AAHK project engaged Dr A. Li of YHL Consulting in exploring how a Parallel Transformation Approach (Positive psychology and technology) program for deeper appreciation of safety awareness and better overall safety performance. The 3801 Project became an excellent example of how building and continuous refinement of safety culture is crucial for construction safety and effective collaboration. Based on the 4-years experiences in developing and implementing the Augmented Collaborative Safety Culture (ACSC), this webinar invited 3 experienced professionals to share key collaborative ideas to build a positive safety culture in toward to the goal of decreasing accidents and enhanced safety performance onsite.
Speakers
Dr Angel Y. Li
Angel Y. Li Ph.D., J.D., CSci., is an experienced Clinical Psychologist, Chartered Scientist, Founder and Director of YHL Consulting Limited and Co-founder of the Hong Kong Blockchain Society. She has designed and implemented safety culture programs with repute both in local communities and abroad. Having worked in the local public hospitals system for over 20 years and serving the community, she continues her passion by bringing psychological knowledge towards helping organizations develop collaborative working cultures to allow people to feel empowered and work at their best.
Dr Li has devoted her time to social causes, providing volunteer work at various charitable organizations. She is the founder and chair of Shui Yun Charity Foundation (SYSCF) for the mentally ill and is a committee member of the Society for the Aid and Rehabilitation of Drug Abusers (SARDA), New Life Psychiatric Rehabilitation Association (NLPRA), as well as an honorary consultant at the Direction Association for the Handicapped (DAH) since 1996.
Ir Victor Wu
Ir Victor Wu is a Chartered Civil Engineer FHKIE with 43 years of experience managing complex and multi- disciplinary civil engineering projects. It covers design-build-operation civil engineering & environmental projects. For past 7 years Victor has been participating a number of NEC’s projects of Airport Authority & Government. He has been actively participating in the implementation of Proactive Safety Culture Programs in 2 major projects of MTRC & Airport Third Runway System. He has been awarded the Chairman’s Award by Lighthouse Club. He truly believes that Collaboration between the Employer and Contractor would be the best approach to deliver the project, i.e. using NEC type of contract.
Ir Tim Leung
Ir Tim Leung is a FICE, FIMMM and FHKIE and is a Chartered Engineer with more than 30 years of experience in the Hong Kong construction industry and specializing in civil infrastructure construction and design. Mr Leung is the Director & Consultant of Paul Y. Engineering Group. He has been playing a leading role in strategic planning, tendering, business development and project management in civil infrastructure in Paul Y.
Since Mr. Leung joined Paul Y. in 2018, he has been working on numerous projects including from pre-tender stage to post tender stage, of which 8 of them are under NEC type of contract with the HKSAR including Civil Engineering and Development Department, Drainage Services Department, Highways Department and Water Services Department. He has been actively supporting the construction and engineering industries. He is the Vice-Chairman of the Civil Engineering Committee (CEC) of the Hong Kong Construction Association (HKCA) and also serving the task force working group on NEC in the HKCA CEC.

The maximum of participants is limited to 500 on a first-come first-served basis with priority given to members of HKOSHA, HKCA and HKIE Civil Division. Applicants who have already successfully registered to or participated in more than FIVE (5) visits organized by Civil Division in the session 2021-22 will be given lower priority during the process of registration. Only successful applicants will be notified on or before the visit. Attendance certificates will be presented via registration email and participation of event.
