[RESCHEDULED] Technical Seminar on " Re-visit GCC Clause 59(4)(b) – Substantial Changes in Quantities "

Programme Highlight

 

The speaker will discuss Clause 59(4)(b) of the HKSAR General Conditions of Contract for Civil Engineering Works from a quantity surveyor perspective and two related construction cases: The first one is The Secretary for Justice v Sun Fook Kong (Civil) Limited and the second is Maeda Corporation and Others v Government of the Hong Kong SAR.  Clause 59(4)(b) imposes an obligation on the Engineer to determine new rates if in his opinion that the increase or decrease of the quantities stated in the BQ render the rate unreasonable or inapplicable.  The speaker will discuss the development and application of this provision and how the Court’s interpretation of the provision affects the quantity surveyors and engineers.

Mr. Jeffrey Wong (MIntCES) - Director - Contract Services of Battersby Kingsfield Limited

 

Jeffrey is a Quantity Surveyor by profession having worked in the construction industry for 20 years on projects in Hong Kong, China and South East Asia.  Jeffrey has extensive experiences in managing commercial matters under construction contracts (both private and government), providing professional and technical advice to clients relating to contract documentation, contractual claims, dispute avoidance and resolution and preparing and assessing extensions of time claims and loss and expense claims. He is familiar with different forms of construction contracts commonly used in the industry and has hand-on experiences in dispute resolution, arbitration and mediation.  He is a Member of the Hong Kong Institute of Surveyors, the Australian Institute of Quantity Surveyors, the Chartered Institute of Arbitrators and the Chartered Institution of Civil Engineering Surveyors.

[The seminar is rescheduled to 11 July 2017, priority will given to the participants who have successfully registered in the seminar originally held on 12 June 2017 but was postponed due to typhoon.]
