Jointly organised by the CV Division and the Works Branch of the Environment, Transport and Works Bureau, the Government of the Hong Kong SAR, the International Conference on Coastal Infrastructure Development - Challenges in the 21st Century was successfully held from 22 to 24 November 2004 at the Hong Kong Convention and Exhibition Centre. The conference was attended by over 300 delegates from Hong Kong, the PRC and overseas. The opening ceremony was held on 22 November 2004 and graced by the presence of the guests of honour, including Ir Dr Sarah Liao, Secretary for the Environment, Transport and Works, Mr Weng Mengyong, Vice Minister, Ministry of Communications, the PRC and Ir James Kwan, President of the HKIE. |

The conference aimed at providing a forum for sharing knowledge, experience and creative ideas among worldwide engineers, academics, environmentalists, developers and financial managers in delivering coastal infrastructure projects with due consideration of the technical, social, environmental and financial perspectives. The keynote presentations have set a context of current issues related to coastal infrastructure development. Our prominent keynote speakers included Ir Lo Yiu-ching, Permanent Secretary for the Environment, Transport and Works (Works), Ir Otto L T Poon, Member of the Council for Sustainable Development, Mr Alan Lee, Chairman of Hong Kong Container Terminal Operators Association Limited, Prof Jin Liu, Vice-General Manager of Yangtze Estuary Waterway Construction Co Ltd, the PRC, Ir Martin Morris, Technical Director of Hyder Consulting, the UK, Mr Alex Y S Cheung, Chief Credit Officer of Hang Seng Bank Limited and Dr Eng Yoshimi Goda, Prof Emeritus of Yokohama National University, Japan.

The three-day programme featured more than 70 oral/poster presentations by experts around the world, addressing different areas of interest including major coastal transport infrastructure projects, port development, environment, sustainability and social considerations, project finance, maintenance and management, coastal hydraulics, and research and development.
Delegates were also provided with ample opportunities to see some major establishments relating to coastal infrastructure development in action. The programme included the local technical visits to Central Reclamation Phase III and Hong Kong Planning and Infrastructure Exhibition Gallery, Hong Kong-Shenzhen Western Corridor, Penny's Bay Reclamation Stage II, and Container Terminal Number 9 on the last day of the conference.
The happy and fulfilling time at the Conference ended with an inspiring and insightful closing speech from Ir Lo Yiu-ching. We hope our guests and delegates would come away with fond memories of the conference in Hong Kong.
