Ir Prof. K. K. CHOY, Immediate Past President of HKIE

Ir Prof. CHOY is a Chartered Civil and Structural Engineer, a Fellow of the Institution of Structural Engineers and the Hong Kong Institution of Engineers, a Registered Structural Engineer under the Buildings Ordinance and a Class 1 Registered Structural Engineer of the People’s Republic of China. He has been appointed as an Adjunct Professor of the University of Hong Kong and the Hong Kong Polytechnic University since 2004.

He retired from the HKSAR Government in 2011. Before then he was an Assistant Director of the Buildings Department.

He is now serving the Hong Kong Institution of Engineers as the Immediate Past President, the Professional Green Building Council as the Chairman, and the Hong Kong Green Building Council as a Director.

He has just joined Meinhardt (C&S) Ltd as a Director – Structural, since September, 2013.

Report of the Seminar

Jointly organised by the Civil Division and the Department of Civil and Environmental Engineering, Hong Kong Polytechnic University, the seminar was successfully held on 12 June 2014 at the University. We were honoured to have invited Ir Prof. K.K. Choy, immediate past president of HKIE, as the speaker and more than 250 members had participated in the seminar.

To start off the event, Ir Prof. Choy introduced the history and evolvement of the Buildings Ordinance from 1930s to present. He briefly described the structure of the legal system including Building Regulations, Code of Practices, Design Manuals and Guidelines and PNAPs, etc.

He pointed out the objectives of Buildings Ordinance as well as its coverage which the Ordinance could be applied and exempted by explaining the interpretation of key terms in the Ordinance to the audience.

Having outlined the major procedures and importance of the control mechanism, he continued illustrating examples with grounds on which approval or consent might be refused. He presented the vital elements, which are currently in practice, to control existing buildings, such as warning notice, prioritising demolition and dangerous buildings for existing buildings.

Ir Prof. Choy wrapped up his presentation by quoting situations in Hong Kong which the Ordinance could be further addressed.

With appreciation to the control system of the Buildings Ordinance, the event ended with an interactive question and answer session. On behalf of the Civil Division, we would like to take this token of gratitude to thank Ir Prof. Choy for delivering this informative seminar.
