Programme Highlight
A new procurement approach developed by the Development Bureau (DEVB) was put on trial aiming at bringing more Innovation & Creativity (IC) to the construction industry. In this new approach, an additional innovation and creativity screening (ICS) stage in introduced in which IC on specified work items proposed by tenderers are being scrutinized. This new approach aims to call for innovative solutions for challenging design/construction issues, preferably with specific alternative design objectives and more Contractor’s design inputs.
In May 2014, DEVB selected Contract No. HY/2014/16 “Hiram’s Highway Improvement Stage 1 – between Clear Water Bay Road and Marina Cove” for second stage of trial of ICS.
In the seminar, the speakers will share the how the ICS operates in the tender assessment and highlight the elements that score both technical excellence by innovation and creativity and fostering price competition.
